White House pushes uncertain bid to revive health care bill

Reports CNN's MJ Lee and Deirdre Walsh: "Conservative House Freedom Caucus chairman Mark Meadow and moderate Tuesday Group leader Tom MacArthur are working toward a deal that could bring 18-20 new "Yes" votes from the conference's conservative wing, according to a source familiar with the talks".

Differences between moderate and far-right Republicans tanked the last health care bill.

Allowing limited waivers would likely lower the cost of coverage in states that exercise them, while increasing the number of people who choose to buy coverage instead of paying a fine. States could also seek waivers from the community rating rules, except that they could not permit rating based on gender, on age (except for reductions in the 5:1 ratio already included by the AHCA) or on health status, unless the state had established a high risk pool or is participating in a federal high risk pool.

In 2011, ME overhauled its system, creating what is called an invisible high-risk pool for individuals with pre-existing conditions. States would be able to obtain waivers exempting them from the Essential Health Benefits standards.

Rumors swirled through Washington on Thursday that the administration and the Republican-led Congress could be just a week away from a renewed showdown over the repeal-and-replace demise of the Obamacare law.

But the amendment also tries to win over conservatives in the House Freedom Caucus by giving states a way to opt out of some insurance regulations.

Both factions revolted against leadership's original health care bill, called the American Health Care Act, but for differing reasons. The two groups could not agree on details of an earlier health care plan championed by House Speaker Paul Ryan, known as the American Health Care Act.

Conservatives said the plan didn't combat the rising cost of premiums, while centrists anxious sick patients would be deprived of access to affordable, quality health insurance.

A substantial number of other members of the Republican conference have ideological or political objections (or both) to changes that would take away health insurance from many of their constituents, and/or make it hard for people to get health insurance coverage that addresses their actual medical needs.

Congress has passed no major legislation since Trump took office in January, and he has ambitious hopes for major tax-cut legislation, infrastructure spending and other bills.

Ryan gave no cost to the amendment sponsored by conservative Reps.

Biggs, a member of the Freedom Caucus, said he still has questions about the plan, which resembles an offer put forth by Vice President Mike Pence before Republicans departed for their home districts for Easter recess.
