In Fairbanks, the Arctic Council foreign ministers signed a binding agreement on Arctic scientific cooperation, the third legally-binding agreement in the Arctic Council's 20-year history, joining the 2011 agreement on search and rescue and the 2011 agreement on cooperation on marine oil pollution preparedness and responsein the Arctic.

She said she was happy to see a strong recognition of the real impacts climate change is having on the Arctic, but also noted the single mention of the Paris agreement.

Pat Lambert, a retired University of Alaska math professor, attended the rally because he believes climate change is a serious problem.

Called the Fairbanks Declaration, the document says the leaders signed it "recognizing that activities taking place outside the Arctic region, including activities occurring in Arctic states, are the main contributors to climate change effects and pollution in the Arctic, and underlining the need for action at all levels".
