Mr Farron told the Royal College of Nursing (RCN) conference in Liverpool that the Lib Dems will give the health service and social care a £48 billion funding boost over five years if they gain power - £30 billion of which would come from a penny increase on income tax.

The 33-year-old said that the Liberal Democrats were now the opposition to the Conservative Party in Gloucestershire after its relatively strong showing compared to Labour in the county council elections earlier this month.

The Liberal Democrats have unveiled a manifesto with a second referendum on European Union membership at its heart, promising to give voters a chance to reject Theresa May's "cold, mean-spirited Britain".

Mr Farron said the visit to the secondary school highlighted his manifesto's central point of "hope for the future, particularly for young people, not just by giving us the option still to remain should the Brexit deal not be one that people like".

The anti-Brexit pledges at the heart of the manifesto are meant to position the Lib Dems as the party of hard remain.

As well as extra investment for schools and hospitals the Lib Dems are also committed to a £100bn infrastructure investment to help build 300,000 homes a year. Welsh political party Plaid Cymru has also released their manifesto, calling for a Brexit deal which best represents Welsh agriculture.

Farron's party is promising to spend an extra £6.3bn a year on the NHS and social care - lower than the £7.7bn touted by Labour, but more than now lined up by the Conservatives, who have yet to publish their manifesto.

"And if the deal that (Prime Minister) Theresa May comes back with is not good enough for you and your family, you should have the right to reject it and to vote to remain", he added.

The former Ukip leader's world-view is "the same one that leads to Donald Trump banning Muslims and building a wall, the same one that Marine Le Pen tried to impose on the decent people of France", said Mr Farron.

He said Labour leader Jeremy Corbyn had "let you down by voting with Theresa May on Brexit - not against her".

The Lib Dems said they want to make a legal market for both the production and sale of the substance.
