The president's policy change seeks to restrict the flow of money to "oppressive elements of the Cuba regime" by ending individual people-to people-travel designations, a senior administration official told reporters on Thursday.

Even opponents of Obama's policy said they didn't expect much from Trump's proposal.

Depending on the extent of the new regulations, the volume of U.S. travelers to Cuba could fall back to the levels registered prior to December 17, 2014, when Obama announced the beginning of the normalization of U.S. -Cuba relations.

The actions, however, are far from a full rollback of the policies Obama champion in the latter half of his administration.

"The policy the Trump administration is announcing regarding Cuba based on President Trump's core conviction that what the Cuban exile community is asking for is right and just", the White House said in a written statement to the website. "We want to empower and we want to strengthen the Cuban people without strengthening the Cuban military, which controls a significant percentage of their economy", Rubio said.

Americans now make up some 7 percent of total visits - 15 percent including Cuban Americans - and a much larger proportion in Havana given many of Cuba's tourists are Canadians on package trips who head directly to the beach resorts. A recent report by the Boston Consulting Group said US visitors to Cuba could rise by as much as sevenfold by 2025.

Tourism to the island is still strictly prohibited, but White House officials said that enforcement of the ban has been lagging. Commercial contracts that will create $1.1 billion worth of USA exports to Cuba in the next five years would be broken, costing more than 1,000 jobs a year. Although the citizens of this country will be allowed to make payments of goods and services to the private sector, the new measures would increase the requirements that should be met by those interested in visiting Cuba.

"(Cuba) represses dissent and discourages public criticism", Human Rights Watch wrote in a blog post.
