The U.S. Food and Drug Administration (FDA) aims to reduce nicotine levels in cigarettes while exploring measures to move smokers toward e-cigarettes, in a major regulatory shift announced on Friday that sent traditional cigarette company stocks plunging.

"The FDA intends to start an open discourse about bringing down nicotine levels in ignitable cigarettes to non-addictive levels through achievable item models", the organization said in the declaration.

According to CNBC, shares of Altria Group, maker of Marlboro and Parliament brands plummeted more than 10 percent after the FDA's announcement on Friday morning.

The agency said it also would issue a new enforcement policy for newly-regulated products such as e-cigarettes.

"We believe future success will require transformative, innovative products and changing the conversation about tobacco harm reduction", Joanne Walia told the BBC, adding that their American subsidiary Reynolds American Inc, will continue "the transformation of the tobacco industry".

Under new guidelines, applications for newly regulated products, such as cigars, pipe tobacco and hookah tobacco will need to be submitted by August 8, 2021. In contrast, an e-cigarette can contain anywhere between zero milligrams and 42 milligrams of nicotine.

Until now, USA health officials have stuck with an abstinence-only message to the public. Greatest reasons for a preventable ailment, which the FDA says is in charge of 480,000 passing's a year and also several billions of dollars in medical expenses and lost profitability.
