United States preparing for 'preventive war' with N. Korea: McMaster

Earlier, the U.N. Security Council unanimously voted to impose wide-ranging sanctions against North Korea for its continued intercontinental ballistic missile (ICBM) testing and violations of other U.N. resolutions.

U.S. Ambassador Nikki Haley praised the new sanctions, telling council members after the vote that it is "the single largest economic package ever levelled against the North Korean regime".

The UN Security Council resolution was adopted in response to the DPRK's ballistic missile launches on July 3 and 28, which the country has claimed were of "intercontinental" range.

The centerpiece is a ban on North Korea exports of coal, iron, lead and seafood products - and a ban on all countries importing these products, estimated to be worth over $1 billion in hard currency.

In addition to the effect the sanctions will have on its exports, ABC News reported the new measure targets other revenue sources by barring countries from entering joint ventures with North Korea.

According to a Security Council diplomat, coal has been North Korea's largest export, earning $1.2 billion past year which was then restricted by the Security Council in November to a maximum $400 million.

"To have China stand with us, along with Japan and [South Korea] and the rest of the worldwide community telling North Korea to do this, it's pretty impactful", Haley said.

Tillerson also said the United States wants to talk eventually with North Korea but thinks discussions would not be productive if the Pyongyang comes with the intention of maintaining its nuclear weapons.

The goal is to halt North Korea's aggressive pursuit of nuclear weapons and missiles capable of striking the US and elsewhere, a mission given added urgency after two intercontinental ballistic missile tests occurred in July.

The proposed resolution would also add nine North Koreans, mainly officials or representatives of companies and banks, to the United Nations sanctions blacklist, banning their travel and freezing their assets.

The resolution would ban Pyongyang's exports of coal, iron, iron ore, lead, lead ore and seafood.

While the draft resolution would impose biting economic sanctions, the US didn't get everything it wanted. It would also impose an asset freeze on two companies and two banks.
