China's foreign minister said over the weekend that talks for a long-sought code of conduct in the South China Sea, first mooted in 2002, may finally start this year if "outside parties" don't cause a major disruption.

They called on China and the Philippines to abide by an arbitration ruling a year ago that invalidated much of China's territorial claim to the South China Sea, which is claimed in part by Taiwan and ASEAN members Brunei, Malaysia, the Philippines and Vietnam.

In a joint communique issued by ASEAN on Sunday evening, the regional bloc expressed concerns over China's land reclamation activities and called for the non-militarization of the disputed waters.

Wang Yi said the climate in 2017 between states that have claims to the sea region had improved and was more conducive to peace.

Southeast Asia's top diplomats will meet with with their counterparts from the bloc's 17 dialogue partner states Monday afternoon at the ASEAN Regional Forum, a key security summit where representatives of the suspended six party talks - North Korea, South Korea, Japan, China, Russia, and the United States - are expected to have a heated discussion on the imposition of sanctions against Pyongyang.

This document will help ASEAN and China move forward to negotiating an effective COC, he added.

They also mentioned in their statement a vague reference to an global arbitration ruling a year ago that invalidated China's historical claims to virtually all of the strategic waterway.

"China and ASEAN have the ability and wisdom to work together to maintain regional peace and stability", he said.

Diplomats say Asean's requirement of consensus in decision-making allows China to pressure some members to disagree with proposals it dislikes.

The ASEAN-China meeting was part of a flurry of one-to-one meetings held Sunday between foreign ministers from the Southeast Asian bloc and top diplomats from other countries including Japan, the United States, India and Russian Federation. "But the Philippines is trying very hard to broker compromise language".

President Rodrigo Duterte downplayed the ruling as part of his push for broader bilateral relations with Beijing.
