Kim Jong-Un called Trump a 'dotard'

North Korea has one nuclear test site - Punggye-ri.

Seoul's Unification Ministry, which is responsible for North-South relations, said it was the first time a North Korean leader had addressed the world with such a direct statement.

The comments are the North's first response to Trump's debut speech at the U.N. General Assembly on Tuesday, during which he vowed to "totally destroy North Korea" if provoked.

Tensions have escalated in the wake of North Korea's repeated missile launches and sixth nuclear test on September 3.

He called Mr Trump "mentally deranged" and said the US President's comments were "the most ferocious declaration of war in history".

North Korea's foreign minister likened Trump to a "barking dog" in response.

China appears to be signaling to the USA that it will strictly enforce punishments on North Korea, to preempt potential US sanctions on Chinese banks and businesses that were threatened by the Trump administration. The Security Council resolution also bans all North Korea textile exports, worth an average of $760 million over the past three years.

In contrast, Japan's Asian rival China, and Russian Federation, have called repeatedly for a return to worldwide diplomacy and talks with North Korea to resolve the crisis over Pyongyang's weapons programs.

In that speech, the US President mocked the North Korea leader as a "Rocket Man" on a "suicide mission".

Abe said Japan, a treaty ally of the United States, consistently supported the USA stance that "all options are on the table" in dealing with North Korea.

US President Donald Trump will take the "appropriate" action if North Korea tests a nuclear bomb over the Pacific Ocean as threatened, his top diplomat said Friday.

North Korea is aiming to develop a nuclear tipped intercontinental ballistic missile (ICBM) capable of reaching the USA mainland.

"That will be the president's decision", Tillerson said.

Also Thursday, Trump issued an executive order expanding the Treasury Department's ability to target anyone conducting significant trade in goods, services or technology with North Korea and to ban them from the US financial system.

Foreign Minister Ri Yong Ho said it "could be the most powerful detonation of an H-bomb in the Pacific", according to South Korea's Yonhap news agency.

Kim responded in a statement, calling Trump a "mentally deranged USA dotard" and said "a frightened dog barks louder".

Asked ahead of a lunch meeting with the leaders of Japan and South Korea if diplomacy was still possible, Trump nodded his head and said, "Why not?" Japan has been subject to two North Korean missile test flyovers in recent weeks. "Rather than hurl threats and try to pass the buck to China, the U.S. should accept its responsibility, and do more to resolve the issue through dialogue and negotiation".

North Korea is estimated to have imported 6,000 barrels of refined petroleum daily from China in 2016 - the equivalent of almost 2.2 million in total for the entire year.
