They are among 54 refugees detained by Australia at the Manus regional processing centre and Pacific island of Nauru who are US-bound under the deal struck between Canberra and Washington previous year. The one-off agreement was only going to affect asylum seekers now in the processing center and was going to be administered with the U.N. High Commission on Refugees (UNHCR).

An official at the US State Department told CNN on Wednesday that to date, they have determined one individual meets resettlement requirements and will be moved in "the coming weeks". Obama's successor, Donald Trump, attacked the agreement during a contentious phone call with Turnbull shortly after taking office, and called it "a dumb deal" in an angry tweet posted in February, before eventually agreeing to honor it.

"The obligation is for the United States to look and examine and take up to and only if they so choose - 1250 to 2000", he said in the call.

US officials are carrying out a tough vetting process, Turnbull said on Wednesday. In exchange, a group of Central American refugees held in Costa Rica would be resettled in Australia. "Our priority is the resettlement of women, children and families", he said. "It will not be rushed".

We seek an approach to refugee resettlement that is created to help these horribly treated people, and which enables their eventual return to their home countries, to be part of the rebuilding process.

Malcolm Turnbull said more people would follow the initial allocation. Refugee advocate Ian Rintoul said the three Sudanese refugees would be flown to Port Moresby at the weekend and to the USA two days later. There are 868 people in Papua New Guinea of whom 679 have been found to be refugees; Nauru has 1,124 people, with 976 of them having been found to be refugees.

"Iranians are about a third of the refugees on Manus but are only about 10 percent of the ones interviewed so far", said Ian Rintol, spokesman for the Refugee Action Coalition, told Reuters. "It seems there had been some discriminatory selection", he said.

The Manus Island detention centre is due to close at the end of October, and tensions on the island have been rising.

Immigration Minister Peter Dutton confirmed this morning the first group of refugees would depart Papua New Guinea and Nauru in coming weeks.
