USA top court temporarily upholds Trump's refugee ban

The Trump administration asked the Supreme Court on Monday to put on hold a federal appeals court ruling from last week that narrowed the scope of the travel ban as it applies to a certain class of refugees.

Absent Supreme Court action, the Ninth Circuit's decision is due to go into effect Tuesday.

The order is in response to the administration's request for the high court to block a lower court ruling that could allow up to 24,000 refugees to enter the United States.

A 9th Circuit order, due to take effect on Tuesday, would have cleared the way for as many as 24,000 refugees who have "a sponsorship-assurance agreement" with a US -based refugee-resettlement agency, the government said. A coalition of states and civil rights groups challenged the guidance, arguing the Supreme Court's order extends to this group of refugees, which numbers approximately 25,000. An appeals court earlier restricted Donald Trump's effort to temporarily bar most refugees to enter the soil of United States.

The government had asked for a "temporary administrative stay" to give the justices time to consider the issue.

The administration also sought to reverse the part of the ruling that protected refugees who were in the U.S. Refugee Admissions Program, The Hill reported.

The court, however, left the door open for opponents of the ban to file their arguments against it by midday Tuesday, paving the way for yet another reversal on the status of possible refugee arrivals.

The administration is not challenging the part of the ruling that applies to a temporary ban on visitors from six mostly Muslim countries. The same order included the 120-day ban on refugees.

Both provisions were blocked by lower courts but were partially revived by the Supreme Court in June. Or he might extend the order on the grounds that the government has been unable to conduct reviews of vetting procedures - ostensibly what the halt in travel was meant to allow - without the ban fully in place.

The debates here, now before the Supreme Court, have centered around what constitutes such a "bona fide relationship".
