United States and Japanese Officials Arrive in Seoul for Talks on N.Korea

US and Japanese diplomats agreed Tuesday to maximize pressure on North Korea to resolve tensions over its nuclear program, while citing the need to be prepared for the worst if diplomacy fails. During his two-day stop in Japan, prior to his arrival in Seoul, Sullivan said the U.S.is not ruling out the possibility of holding direct talks with Pyongyang. But despite that approach, the Trump administration will continue to keep "all options on the table" because the "regime in Pyongyang is unpredictable and non-transparent", he said.

Trump will "call on the global community to join together in maximizing pressure on North Korea", the White House said in a statement, and will meet family members of Japanese citizens who have been abducted by North Korea.

"Diplomacy is our primary objective and primary means to addressing the threat posed by North Korea".

Sugiyama said that the meeting to be held later in the day with his South Korean and USA counterparts - Lim Sung-nam and John Sullivan - will be a chance to reconfirm their three-way cooperation.

On Wednesday, Lim said the allies agree that the situation surrounding the Korean Peninsula should be "managed stably".

U.S. President Donald Trump is to visit South Korea and Japan in person next month, although Washington is yet to fill its Seoul ambassador position, which has been open since January - a period that has seen multiple North Korean ballistic missile launches and a sixth nuclear test, which drew strengthened United Nations Security Council sanctions.

The so-called six-party talks that also involved China and Russian Federation were last held in late 2008 and North Korea went on to conduct its second nuclear test in May 2009. They regularly conduct joint exercises, though North Korea condemns them as an invasion rehearsal. Both sides flexing military muscle at a time of growing tensions over North Korea's nuclear and missile programme.

Tensions between North Korean leader Kim Jong Un's regime and the USA and its allies have escalated following numerous North Korea weapons tests and threatening public statements. He said the North has the right to possess nuclear weapons in self-defense.
