Delhi government calls off its odd-even scheme despite NGT clearance

The Delhi government on Monday moved National Green Tribunal, seeking amendment in its November 11 order on the odd-even scheme.

On the implementation of the odd-even plan, the Green Court said that "By this scheme, you are only encouraging people to buy more vehicles and allowing more inter-state traffic".

Earlier, NGT on Friday asked the Delhi government to submit data or studies on the basis of which it has planned to introduce the odd-even vehicle rationing formula from next week.

The court told the government the odd-even formula should come into effect every time the particulate matter (PM) 10 exceeds the level of 500 and PM 2.5 rises above 300. This time around, two-wheelers, government servants and women will also have to follow the auto rationing scheme.

"What is the justification for permitting two wheelers which are a serious contributor to air pollution?".

According to the Graded Response Action Plan (GRAP) of the EPCA, the measures to be enforced in "severe-plus" or "emergency" category include odd-even vehicular restriction scheme.

The decision to impose the formula was made in wake of rising air pollution levels in the national capital.

It permitted the operation of industries which are providing essential services and goods like food items and medical facilities. Large parts of northern India are also affected - in fact the air in some cities is worse than in Delhi. "We will go back to NGT on Monday, file a review petition for them to reconsider their decision regarding the two", Kailash Gehlot, Delhi's Transport Minister, told the media. The National Green Tribunal on Friday directed the Delhi government to submit data or studies on the basis of which it has planned to introduce the odd-even car-rationing scheme for five days from next week.

Earlier the NGT had also announced that until Monday all the schools will be shut down and there will be a ban on trucks carrying construction material and on construcion sites until next notice. The government, he added, does not have enough public transport alternatives to accommodate over 6 million two-wheelers.

Delhi's air, among the world's dirtiest, worsens in the winter months.

The worldwide permissible limit for PM2.5 - particles in air with diameter less than 2.5mm - is 25 units (micro gram per cubic metre), while for India it is 60 units.

He also warned that though the current situation will be tackled somehow, but the Delhi government should take up solid long-term comprehensive measures, otherwise Delhi will be forced to face such a crisis again.
